Invitation to Apply for Eligibility and to Bid

PROJECT TITLE: Completion of MSU-IIT, Graduate School Dormitory (Left Wing)
BRIEF DESCRIPTION: Completion of the existing left wing of the MSU-IIT Graduate School Dormitory building which includes earthworks, concrete works, masonry works, carpentry works, fabrication and installation of windows, doors, ceiling, stairs, tiling works, roofing works, painting works, plumbing works, overhead tank, underground tank, comfort rooms, laundry area, electrical works and all other works needed to complete the project as shown in the drawings and specifications

  1. The MSU-Iligan Institute of Technology, through the Institute Income for Year 2008 intends to apply the sum of TWENTY MILLION PESOS (P20,000,000.00), Philippine Currency, being the Approved Budget for Contract (ABC) to payments under the contract for Completion of MSU-IIT, Graduate School Dormitory (Left Wing). Bids received in excess of the ABC shall be automatically rejected at Bid opening.
  2. The 猫咪AV now calls for the submission of Letters of Intent (LOIs) from potential Bidders to apply for eligibility for Completion of the existing left wing of the MSU-IIT Graduate School Dormitory building which includes earthworks, concrete works, masonry works, carpentry works, fabrication and installation of windows, doors, ceiling, stairs, tiling works, roofing works, painting works, plumbing works, overhead tank, underground tank, comfort rooms, laundry area, electrical works and all other works needed to complete the project as shown in the drawings and specifications. Bidders should possess a valid PCAB license applicable to the above type and cost of the contract, have completed a similar contract with a value of at least fifty percent (50%) of the ABC, and meet the other minimum eligibility requirements stated in the Eligibility Documents.

    and secure the Eligibility Documents there from.
  3. Applications for eligibility will be evaluated on a “pass/fail” basis. Only those Bidders passing the eligibility check will be entitled to purchase the Bidding Documents.

    Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act,” and is restricted, unless otherwise stated, to organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. In accordance with the IRR-A of R.A 9184, only Bids from eligible Bidders will be opened. In accordance with the IRR-A of R.A. 9184 a contract will only be awarded to the Lowest Calculated and Responsive Bidder who was determined as such during post-qualification.
  4. Interested Bidders shall submit their accomplished Eligibility Documents to the BAC Secretariat at

    on or before March 3, 2009, 10:00 AM.

  5. The opening of Eligibility Documents shall be on March 3, 2009, 10:00 AM atthe MSU-IIT Boardroom.
  6. A complete set of Bidding Documents may be purchased by Bidders that passed the eligibility check upon the presentation of the Notice of Eligibility to the BAC Secretariat, at the address below and upon payment of a nonrefundable fee of TWENTY THOUSAND PESOS (P20,000.00).  The Bidding Documents shall be received personally by the bidder or his authorized representative on or before March 5, 2009.
  7. The MSU-IIT will hold a Pre-Bid Conference open to all Eligible Bidders on _March 10, 2009, 10:00 AM at the Institute Boardroom, MSU-IIT.
  8. Eligible Bidders must submit their Bids at the address below on or before the opening of bids which is on April 6, 2009, 10:00 AM, at the Institute Boardroom, MSU-IIT .  All Bids must be accompanied by a Bid security in any of the following forms and amount:
    1. Cash, certified check, cashier’s check, bank draft or irrevocable letter of credit : P200,000.00;
    2. Bank Guarantee : P300,000.00;
    3. Surety Bond: P500,000.00; or
    4. Foreign Government Guarantee: P20,000,000.00

    Bids will be opened in the presence of the Bidders or their duly authorized representatives who choose to attend.

  9. Completion of the Works is required within 150 days upon receipt of Notice to Proceed.
  10. MSU-IIT reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
