INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

A. The èßäAV through its Bids and Awards Committee invites interested suppliers to apply for eligibility and to bid for the hereunder project:

ITEM DESCRIPTION

PROVISION OF ADDITONAL INTERNET ACCESS SERVICE
and bundled
LEASED-LINE COMMUNICATION LINK
 

Services Needed for the Provision of Additional/Redundant MSU-IIT Internet Backbone Gateway for Increased Access of Students:

One (1) E1 Internet Gateway Service (2.048 Mbps upload and download speed) which will provide additional bandwidth to MSU-IIT and will also serve as a redundant link for optimum network availability and reliability. Committed information rate to the Internet Core equivalent to the bandwidth. Must be signal compatible with CISCO 3640 or 2821 WIC-2T/WIC-1T Serial or Ethernet interfaces.

Terms and Conditions:

  1. Bundled service for internet access and related communications uplink and downlink from a 1st Tier local Telecom/ISP Provider with Wide Area Communication Link support for Multi-protocol applications. Must not be the same provider for the two existing E1 links installed in MSU-IIT.
  2. Contract duration is for a period of One (1) Year commencing right after award of contract which should be not later than March 15, 2009. Contract may be extended subject to agreement by both parties.
  3. Free provision of at least 8 public IP addresses and preferably, Waiver of One-time Installation Charges.
  4. Free service support in the configuration of MSU-IIT’s Cisco 3640/2821 gateway router such that this additional E1 link can operate in tandem with the existing two E1 gateway lines in fully configured load balancing mode, capable of utilizing the entire bandwidth.
  5. Provision for upgrade of bandwidth to two E1’s within contract period without adjustment of contract expiry date. Additional fees to cover only increase in recurring costs.
  6. The ISP should have a domestic ATM core with a minimum bandwidth of STM-4 on the metro layer and STM-1 key provincial nodes. Also, there should be a complete layers 1 and 2 redundancy.
  7. The ATM core should be based on carrier-class ATM switches with a minimum 10 Gbps switching capacity.
  8. The ISP must have at least 1 x STM-4 internet backbone to the US and must provide a live mrtg of the link to MSU-IIT ICTC for monitoring and verification.
  9. The ISP must have at least 2 x STM-1 internet backbone connecting to major Asian countries for Asian traffic and must provide a live mrtg of the link to MSU-IIT ICTC.
  10. The ISP must be able to guarantee latency of less than 210 ms at 50 % load from MSU-IIT’s router to ISP’s router to the internet core in the US.
  11. Must be able to provide a back-up link to the main link. Back-up link should be in a form of a 1mbps wired broadband ADSL with 1 static IP. The back-up link should be in a form of Universal access where the same and password can be used to access DSL, WiFi and dial-up.
  12. Should include two portable internet access anywhere per E1 capacity for Network monitoring and administrative purposes. Facility/device should be installable on laptop/notebook PC.
  13. Must provide contact information for trouble escalation and 24 x 7 Helpdesk/Technical Support.
  14. Provide SLA for all services and 4 hours physical response time for reported problems.
  15. Links must be successfully BER tested and fully operational not later than one week before February 28, 2009. Consequently, can provide 24 hours BER test anytime when required.
  16. Provision of access to the ISP website with continuous graphical gateway bandwidth utilization information, such as mtrg graphs.
  17. Provision for rebate in service fees in the event of service interruption for a minimum duration of 2 hours or more in a single day which is not due to failure in MSU-IIT’s internal network or equipment.
  18. Preferably the service redundancy provider must not be the same entity as the Service provider of the Primary Internet Gateway.

B. The following eligibility requirements in three (3) copies , duly certified, must be dropped with your bid proposals in the drop box at the BAC Secretariat Office.

  1. Letter of intent with the information of the authorized contact person and his/her position;
  2. Mayor’s Permit for Y-2008;
  3. BIR Registration with Current Tax Clearance Certificate and Tax Payers Identification;
  4. Current DTI Business name registration and/or SEC Registration Certificate;
  5. Bidding statement that the agency is not blacklisted or barred from bidding by the government agencies;
  6. Bidders letter authorizing BAC or its duly authorized representative to verify any or all of the documents submitted for eligibility check;
  7. Bid Security equivalent to 1% of then Approved Budget Cost (ABC) or P6,000.00 in the form of check/cash and bidders fee (non-refundable) equivalent to .002 of the approved ABC in the form of cash, or in the amount of P1,200.00;
  8. Articles of Incorporation, Partnership or corporation, whichever is applicable, including amendments thereof; if any;
  9. Sworn affidavit of the bidder that he/she is not related to the head of the procuring entity, members of the BAC, TWG and Secretariat and members of the PMO, and the designers of the project, by consanguinity or affinity up to the third civil degree;
  10. Valid venture agreement in case of a joint venture;
  11. Certification under oath that the documents submitted in satisfaction of the eligibility requirements is an authentic and original copy, or a true copy and faithful reproduction from the original, complete, and that all statements and information provided therein are true and correct;
  12. Certification of Relevant Experience of undertaking of similar projects for the last two years;
  13. Certificate of Accreditation issued by the Board of Accountancy (BOA) on the designated CPA as company accountant; and
  14. Certificate of registration and Accreditation of the agency issued by the Philippine Government Electronic Procurement System (Phil-GEPS).

D. The MSU-IIT reserves the right to review the qualification of a selected bidder, subject to technical and production criteria, reject any or all bids, waive any formality or defect and accept the offer considered most advantageous to MSU-IIT.
